Because they were already produced and you had to take apart whole 42113's to get them? 8881 Power Functions battery box was priced at 7.79\u20ac. We can argue that this \"dumb\" HUB supports 2 motors. OK, so let's add two 8869 Polarity switches for 6.52\u20ac each, to have ability to controll two motors. We have same functionality for ~21\u20ac. Even more versatile, because switches come with cables, allowing to place them in various places in the model(s). And here we have a large brick, that costs 14\u20ac(!) more, being a stepback like rest of the Control + line. Not to mention prices of C+ motors alone, which are 3 times more expensive than its Power Functions counterparts.
