Even I'm not sure how to extend the tub without things getting messy, but otherwise it's a complete scene and a very impressive design for only 43 pieces.
My four-year-old loves these sets of Lego Friends. Aside from my issues that I don't think only girls like swimming pools or baking (and why all 'girl' stuff needs to be pink and purple?? -- why can't all Legos be for all kids???), some of the pieces are soooo tiny. They are adorable to my daughter, but we've already lost a few, even when being careful. Also, the pieces come in a plastic bag that is not resealable and the box is also not resealable, so we had to find a special container for these teeny tiny pieces. One other item of note -- my four-year-old can ALMOST follow the instructions for putting together these sets, but she does need some adult help. I think that would be about average for most children.
