A very small set, it's just as it claims to be: A starter set. If you have some of the larger sets, say, a fire engine, they usually only come with one or maybe two fire fighters, so this is a good set to fill the fire fighting ranks a bit. Some nice accessories and a simple vehicle, it's real strength lies in the fact that you get four minifigures, which aren't cheap otherwise. When you consider that a trip to the local Lego store to get 3 custom minifigs will cost you $10, this is definitely worth the price.

This set gets 6 out of 10 mystery minifigure legs. It's very simple, has limited playability, pretty basic elements, and doesn't really add all that much to the range. The Fire Chief is great, but that's about it, if you're thinking sets, not individual elements.
