If you collect police figures (like I do) this set is a must. Otherwise I'm kind of underwhelmed. I wish LEGO would make some "criminal" figures that are more diverse in concept than the "recently-escaped, still wearing prison uniforms" look. Why not make one of these starter packs that is ALL cops and some police equipment, and make an accompanying set that is all about criminals (where, due to having 4 figures to work with, there is more room to mix up the designs). Compared to this year's "Mining Team" starter set, which had 4 unique and amazingly well done figures (especially for the CITY line!), this one is a bit of a let down.
For $10, you get four minifigures, a small vehicle, a bit of scenery, and a beehive. That's a lot of play value for a kid for a low price point (by LEGO standards). Kudos to LEGO for that. Unfortunately, for adult collectors this set doesn't really offer anything new or overly desirable except for the beehive (and maybe the printed 2x2 round "wood" tile). The two criminal minifigures are hampered in their use by the striped shirts and I'm guessing any adult LEGO collector already has more police officers than they could possibly need in a LEGO City. Still, at $10 you can't go wrong if you want to simply "scratch the itch to build."
All in all, this set is another good one. The builds aren't particularly strong but it's great to get 4 minifigures, playability is great too, and the price is perfectly fine.
I am very satisfied with 60171 Mountain Fugitives. It is fairly small but offers a great deal of play value for a set costing £9.99 or $9.99, as well as an impressive array of new pieces! The beehive is definitely my favourite of those elements and could be very useful for other creations, particularly if it is cast in an alternative colour at some point.
