For a set that only has 126 pieces, this is truly a value set, in the sense that you get many unique pieces that are not very common to find in other lego sets, especially the ones you need to build construction vehicles, such as the wrecking ball, the cement mixer, the ladder, the loader bucket, the dumptruck bed, the x-scaffold, etc. Not to mention that you get two minifigures to add to your growing lego army. The only complaint I have is that it's kind of small but what do you expect from a 126-piece set? Overall, this would be packed fun for any construction and lego fans.
All of these sets have a lot of cool features that bring a construction scene, a safari, or a rescue scene to life. There are lots of storytelling possibilities with each one. Any one of these would make a nice addition to a LEGO City collection.
I like to think I'm not the target market for the 4+ sets. That said, I do buy LEGO for other people, and from that perspective I can say this set would be a pretty fun kit for children or novice builders. While there aren't any complex techniques in play, there is still some solid building going on, and the play features are pretty good.
